Position Overview:

Reporting to the Chief Executive Officer, the Chief Program Officer (CPO) is responsible for the overall leadership, financial and organizational management of Kindred Community and Counselling Programs. The CPO is responsible for setting and executing upon the strategy of the Community and Counselling programs, as driven by the organization's purpose, ambition, values and strategic priorities, and in compliance with stated governance policies.

Key Accountabilities (job functions include but are not limited to):
Strategic Planning, Operations Management, and Service Delivery (25%):

  • In collaboration with Executive Leadership Team (ELT), develop and create a strategic plan that articulates the organization's ambition, strategic priorities and initiatives;
  • In collaboration with the ELT, develop and execute an annual operational plan, inclusive of the organization's annual goals, objectives and key performance indicators;
  • Participate in annual performance analysis of the organization, inclusive of a quality improvement plan and evaluation framework;
  • Develop and execute, or serve as executive sponsor of, special projects which advance the organization's purpose and ambition;
  • Ensure the operational integrity and long-term viability of the organization through sound financial, risk and human resource management;
  • Provide strategic direction for the organization's Community and Counselling programs and services, ensuring the quality and effectiveness of service delivery in meeting the needs of the people and communities the organization serves and that programs and services are coordinated and aligned with the organization's intended impact;
  • Oversee organization's Program Managers, Quality Assurance, and Data and Evaluation teams, ensuring cohesion and strategic alignment amongst the functions and activities of Kindred Community and Counselling programs;
  • Support the execution of the Enterprise Risk Management framework to effectively identify, monitor and manage risk;
  • Ensure Programs compliance with organizational accreditation and licensing requirements;
  • Oversee the development, revision, and adaptation of programs to better meet the community need.

Financial Management and Revenue Development (25%):

  • Identify key relationships within funding bodies, government officials and policy makers and actively strengthen and steward relationships;
  • Engage with and steward major donors, sponsors, corporate partners and other key stakeholders;
  • Invest in and allocate resources to procure revenue through request for proposals and grants;
  • Provide direction over the organization's investment and asset portfolio, in alignment with Board investment policies;
  • Review and approve Community and Counselling programs annual operating budget;
  • Monitor revenues and expenses against annual operating budget, directing decisions on where to reallocate resources and reduce expenses, when necessary.

External and Stakeholder Relations (20%):

  • Participate in and contribute to collaborative initiatives that further the organization's purpose, ambition and strategic priorities;
  • Identify, pursue and execute upon strategic partnerships or collaborations;
  • Maintain effective communication and strong relationships with peers across the human services sector, including collecting feedback from funding partners (where applicable);
  • Steward relationships with community partners, and donors;
  • Market the agency externally to increase brand awareness, recognition of the organization's programs and services, prospects for employment or Board involvement, and prospects for funding.

People & Culture; Human Resources (25%):

  • Set and model a culture of connection with internal and external stakeholders;
  • Champion diversity, equity and inclusion (DEI) and provide executive sponsorship to DEI-related initiatives;
  • Lead strategy, project oversight, people planning, human resource and organizational structure requirements for Community and Counselling teams;
  • Lead succession planning efforts for CPO role, all Program Manager roles, and other direct reports;
  • Provide consultation and approval on the mandatory training/professional development needs of the organization;
  • Provide effective leadership and mentorship to Senior Leadership Team and other direct reports;
  • Oversee recruitment, onboarding and training of direct reports;
  • Conduct regular (i.e., weekly or bi-weekly) one-on-one meetings with direct reports, providing effective supervision and performance management;
  • Facilitate growth and development opportunities for direct reports in alignment with individual/team goals and accountability agreements;
  • Provide consultation on hiring, performance management and termination decisions of other staff, as required;
  • Provide direction and consultation to team members, as needed.

 
Miscellaneous (5%):

  • Lead and participate in project-based initiatives;
  • Participate in training and other professional development opportunities;
  • Other duties as assigned.

Qualifications:

  • Graduate degree in human services field
  • Minimum of 3-5 years of progressive management experience, preferably within a not-for-profit organization;
  • Organizational planning and development, program development, interdisciplinary partnerships, and stakeholder (funder, donor, volunteer) engagement 
  • Strong understanding of strategy, large scale change and the alignment between focus, measurement, engagement and accountability;
  • Excelled leadership, communication and interpersonal skills combined with ability to synthesize competing points of view and put forward recommendations;
  • Demonstrated ability to lead and inspire cross-functional (non-direct report) teams and deliver results through influence;
  • Advanced skills in Microsoft applications (Outlook, Word, Excel, PowerPoint, and Teams);
  • 10+ years experience in the non-profit sector, ideally including service delivery related to vulnerable parents and children and mental health services;
