We are seeking a full-time permanent Evaluation and Data Specialist to join the Research and Evaluation Team at Luna Child and Youth Advocacy Centre. They will support Luna in collecting and analyzing high quality data to provide an accurate representation of our activities and outcomes for evaluation, strategic decision making, communications, and continuous improvement.

Luna’s multidisciplinary team of experts from health, children’s services, law enforcement, justice, and victim services work together from one location to help young people and their families throughout the disclosure, investigation, and judicial process, and along all phases of their healing journey. Reporting to the Director of Research and Evaluation, the Evaluation and Data Specialist is  responsible for managing, administering, and maintaining the Luna database; reporting on data and providing strategic insights; and conducting evaluation activities. The Evaluation and Data Specialist is the first line of technical and functional support for the database and will build data capacity among the Luna team and partners for its use. This work will include collaborating with stakeholders, leadership, and staff throughout all phases of cross-sectoral data management, analysis, interpretation, and reporting. 
 

Responsibilities 

The successful candidate will have a strong commitment to knowledge mobilization and using data to inform decisions. They will work collaboratively within the Research and Evaluation Team and across the organization to support Luna as a Centre of Excellence. Responsibilities of the Evaluation and Data Specialist includes database administration, monitoring, reporting, and strategic insights. 

1. Database Administration 

  • Maintain the cross-sectoral, relational database and implement improvements for workflow and data processes.  

  • Develop, monitor, and revise data governance policies and work collaboratively with multiple partners to support their adoption and ongoing use. 

  • Apply relative privacy legislation and ethical considerations to guide data collection across sectors. 

  • Co-design data collection protocols with partners that match service delivery and evaluation/research needs.  

  • Build capacity among partners and Luna staff by developing and delivering practical guides and coaching sessions.  

  • Stay updated on trends and best practices in database management. 

  • Provide oversight on all file entries for accuracy and completeness 

2. Monitoring, Reporting and Strategic Insights 

  • Build, develop, and maintain data models, and reporting systems.  

  • Create reports, dashboards, and visualizations to understand performance and opportunities for improvement support key business decisions. 

  • Analyze and interpret data to relevant context for data-informed decisions.  

  • Support and provide data for grant coordination, administration, and reporting. 

  • Contribute to Luna’s evaluation approach, data collection and analysis, and outcome reporting.  

Qualifications 

  • Masters degree preferred in a relevant discipline. Minimum of two years of related experience, or the equivalent combination of education and experience will be considered. 

  • Proven research and analytical techniques with the ability to gather, evaluate and synthesize data.  

  • Experience working with cross-sectoral databases and data linkage is an asset. 

  • Knowledge of evaluation and performance measurement principles, practices, standards, tools, and techniques. 

  • Willing to learn the existing workflow processes to propose improvements.  

  • High degree of computer literacy and extensive experience with Microsoft 365. In particular, demonstrated and high-level proficiency with advanced Excel functions (PivotTables, PowerPivot, etc.).  

  • Strong communication skills that can translate technical information to non-technical audiences, ability to connect with system users to understand and anticipate their needs.  

  • Understand privacy, copyright, and data security leading practices. 

  • Familiar with Structured Query Language (SQL) and database structure and running complex queries for advanced statistical analysis and data visualization. 

  • Experience with Power BI Dashboards.  

  • Technical documentation skills. 

  • Strong foundation of organization, time management, critical thinking, with an orientation towards accuracy.  

  • Proactive, with demonstrated initiative, adaptability, and creative problem-solving skills. 

  • Willing to respect diverse perspectives, including conflicting perspectives. 

  • Demonstrate a commitment to enhancing awareness, knowledge, and skills related to equity, diversity, and inclusion. 

  • Experience with R, SPSS, NVivo, and related data analysis software, is considered an asset.
