Reporting to the Director of Client Services, the Manager, Shelter Services provides leadership and operational management to the Shelter Services and Child Activity Centre. This role ensures high-quality service delivery that is client-centered, dignity-driven, and aligned with the agency’s practice frameworks, accreditation standards and policies and procedures. This role manages program planning and development, ensures accreditation and contractual compliance, and fosters strong relationships with internal and external partners.

WHAT YOU’LL BE DOING

  • Leadership of innovative projects which relate to the portfolio as required, responsible for program development and delivery, in accordance with the operational plan for the programs and the strategic direction of the agency.
  • Responsible for leadership and management of programs in the portfolio, including longer-term visioning and planning for the programs in conjunction with the Chief Programs and Impact Officer and the Director of Client Services.
  • Responsible for developing and implementing operational plans for the Helpline, Children’s Activity Centre and Shelter programs.
  • Responsible for directly supervising the Shelter and Helpline Team Leads, On Call Specialists (2) and Senior Administrative Assistant.
  • Responsible for the performance management and supporting the professional development of direct reports.
  • Provides support to the Team Leads with high-risk cases and critical incidents in the program, and liaises with the Practice Advisor and Executive team as necessary.
  • Organizes and facilitates regular team meetings to promote intra and inter team collaboration.
  • Responsible for identifying, creating (or sourcing) and implementing broader level training for Shelter, Helpline and Children’s Activity Centre staff.
  • Supporting Team Leads in managing job performance of front-line staff.
  • Responsible for hiring new staff, in collaboration with Team Leads and Human Resources.
  • Responsible for approving monthly expenses and mileage of all staff within portfolio.
  • Oversees team leads in ensuring support of the Volunteer Program.
  • Works collaboratively with Human Resources when challenging HR issues arise in the shelter teams.
  • Maintains a level of collaboration and excellent communication with colleagues to ensure all programs work together effectively for the benefit of our clients.
  • Monitors service delivery standards and ensures compliance with agency policies, -, and regulatory guidelines.
  • Supports HR in preparing for union bargaining by identifying operational needs, staffing challenges, and proposed language changes.
  • Effectively adjusts to shifting priorities and responds calmly and efficiently to the pressures of a fast-paced, high-profile work environment.
  • Must be prepared to work on-call on occasion, to support operational needs.
  • In conjunction with the Leadership team, liaise and develop good working relationships with funders of the shelter and in-house services.
  • Monitors program evaluation outcomes in conjunction with the Director of Research and Evaluation and Team Lead.
  • Responsible for continual program improvements related to program outcomes.
  • Ensures targets for completion rates on program outcomes tools are on track.
  • Collaborates with the Practice Advisor to ensure program alignment with the agency framework of practice, including alignment of program with the Response-Based approach, Trauma-Informed Care, and Feedback Informed Treatment.
  • Ensures accreditation standards in all programs within portfolio are met.
  • Develops and manages program budgets in collaboration with the Director of Client Services and the Director of Finance.
  • Ensures our contractual obligations are met, as per funder contracts.
  • Develops and maintains collaborative working relationships with key community partners.
  • In conjunction with the Operations Manager, ensures programs in portfolio follow and practice Occupational Health & Safety rules and regulations.
  • Develops and maintains effective relationships internal and external to FearIsNotLove and ensures integration of the teams within the broader agency. This includes partnerships with community stakeholders and funders.
  • Participates on various sector councils/collectives/committees as approved by the Chief Programs and Impact Officer.
  • Maintains current police and IRC checks, professional registration (if applicable), and required accreditation-related training.
  • Ensures accurate use of the Human Resources Information System and payroll system (UKG) for scheduling, attendance, performance and staff records.
  • Ensures all managerial decisions are consistent with the Collective Agreement, and consults with HR when clarification is required.
  • Other duties as assigned to support FearIsNotLove’s programs and clients.

WHAT YOU BRING TO OUR MISSION:

  • Bachelor’s degree in Social Work or Psychology or equivalent education required.
  • Minimum three (3) years related experience in crisis intervention.
  • Minimum of 5 years of supervisory experience is required.
  • Previous experience in counselling, program implementation and evaluation is required.
  • Knowledge and experience in family violence and/or experience working in the nonprofit sector is considered an asset.
  • Union experience is considered an asset.
  • Must be registered with the appropriate Professional Association.

  • Ongoing training and development is a required condition of this position.
  • A criminal records search and an intervention record check are conditions of employment.
  • If eligible for registration with a professional body, registration must be current.
